2017 「Kinmen County’s Counseling and Auditing Control Project on General Waste Recycling Management」

(I)Recycling business management and counseling 1.There are 4 recycling companies registered, where Jinrong Waste Acquisition Station’s registration will expire on June 1, 2018, and must be renewed 3-6 months prior to the expiration by regulations. Under this project, the competent authority counseled the company in October 2017 to prepare the renewal documents, and the recyclable waste recycler renewal application was submitted on December 1, 2017. There is no other registered recycling company in need of renewal or out of business. The baseline data of registered recycling companies are maintained and updated on a monthly basis, and these companies’ operating status, operation reports, storage facilities and pollution prevention measures were also surveyed monthly by on-site counseling. 2.For the unregistered recycling companies (including small ones not required to register and those required to register but have not done it), counseling was given according to their individual recycling facilities and pollution prevention measures. In addition, Shin Huan Recycling, a newly established company, was counseled, and it needs to finish its soil testing and site construction before moving on to the registration assisted by the competent authority. 3.For the companies (including subsidized institutions) doing recycle of motor vehicle waste, site inspection and counseling was conducted. (II)Auditing of responsible entities and waste vendors 1.Site counseling and auditing of waste vendors’ recycling facilities, in a total of 250 cases, where all the vendors were compliant with statutory regulations. 2.Active auditing of responsible entities in a total of 64 cases, where 1 case was related to objects and containers without recycle labels. There was another case (no registration and no fee payment) transferred from other county, which was then reviewed and answered. 3.A seminar was announced on October 12, 2017 regarding the statutory regulations on recyclable waste responsible entities and waste recycling companies. (III)Recycling performance evaluation 1.Acounty-scale meeting on preliminary evaluation was held on May 17, 2017, accommodating the district recycling rates and recycling performance appraisals into the preliminary evaluation plan, which was then submitted to the central government’s Environmental Protection Administration (EPA) by June 1, 2017. 2.A series of resident counseling sessions in the districts were given from August 24 thru September 8, 2017, explaining the county-scale preliminary evaluation plan, with which site surveys were conducted on the 16th and 17th of October, 2017. 3.Incollaboration with the logistic stations of local farmers’ cooperatives, exchange of pesticide waste containers and packages was held from January thru October, 2017, and the exchanged items weighed a total of 223kg. (IV)Recycle image transformation 1.There are 32 individual recyclers listed and supervised under the competent authority, all of which were counseled and surveyed on a quarterly basis. Also, the sites with piled recyclable wastes being complained for environmental pollution were inspected and counseled for improvement, and advices on environmental hygiene with the stored recyclable waste were issued. 2.The units to engage in waste recycling were counseled to submit applications for subsidies, where there were 6 cases involving schools and institutions and 15 cases from the military. 3.The seminar on Kinmen County’s Recycle Image Transformation was given on May 17, 2017, and 51 representatives from the district offices as well as villages and communities attended the event. 4.There were a total of 5 “Happy Recycle Stations” installed for the activities of exchanging recyclable wastes held in June, and the received recyclable goods weighed up to 22,726kg. In addition, there are another 10 happy recycle stations being installed and counseled to set up the criteria for the implementation of recyclable wastes exchange. (V)Recycle promulgation 1.To comply with EPB’s garbage mandatory classification polices, the vivid propaganda poster themed on “Recycle to reduce garbage for the love of Kinmen” was designed for all social levels, coupled with the mobile signboard (frameless) themed on “Garbage classified into 3 categories makes it easy to recycle”. Also, the “recycle bucket” as the propaganda icon was proposed to EPB for approval on June 30, 2017, and the sample was sent to EPG on September 4, 2017 for reference check. 2.Training sessions for the cleaning squads of 5 districts were held respectively on 8/24-8/25, 8/28-8/29, and 9/8, 2017. 3.A variety of recycle promulgations were advertised on local cable TV and radio stations from September 1 thru November 30, 2017, for a total of 109 advertising exposures. (VI)Audit and verification of recycle business 1.For the quantity check and weighing verification of recycled waste, up to November 15, 2017, the listed items included 13,952 pieces of electronic waste, 251.20 metric tons of plastic bottles, 422.12 metric tons of glass containers, 4,478.24 metric tons of paper, 147.20 metric tons of waste plastics, 89.48 metric tons of aluminum foils, 1,522.50 metric tons of metal waste, 347.43 metric tons of metal containers, 197.08 metric tons of plastic containers, 48.83 metric tons of aluminum waste, 129.38 metric tons of aluminum containers, and 42.68 metric tons of lead batteries. 2.For the subsidies appropriated to the recycle business, up to November 15, 2017, the verified quantities included 2,728kg of fluorescent lamps, 232,870kg of vehicle tires, 1,515kg of light bulbs, and 273kg of pesticide containers (plastic). (VII)2017 Southern Area Recycle Seminar 1.The seminar was held from June 13 thru 14, 2017, with a total of 212 people attending (including representatives from EPA and EPB of Kinmen and other cities and counties). It had four focuses: international experiences of recycle economics, exchange of recycle ideas, warm interaction in the dinner party, and manifestation and observation of Kinmen’s ecological landscape. The seminar received enthusiastic responses, and fulfilled the purpose of exchanging recycle information and ideas. (VIII)Others 1.Helped the folks actively send in abandoned vehicles, for a total of 721 vehicles reported (28 cars and 693 motorbikes). 2.Counseled the motor vehicle practitioners to recycle waste tires, lubricants, and vehicles, inspected the flow of the waste objects, and surveyed the use of the recycle land compound, ensuring that recycling and surrounding environment were both appropriately handled. 3.Regularly updated the recycle information, and helped draft 6 newsletters.
